Character Info
Name: Lio Fotia
Canon: Promare
Age: Unclear, early to mid-twenties at minimum
Canon Point:Just as the Promare are leaving, near the end of the film

History: Here

Note: In the film itself, Ignis warns Galo that he’s about to face the leader of Mad Burnish, responsible for all the chaos in the thirty years since the Great World Blaze. Lio-hen, however, shows Lio taking control of Mad Burnish and features characters from the film who aren’t 30+ years old. Because of this, I will be playing him as though he hasn’t been in charge for the full thirty years (though we still don’t know how old he is).

Personality:

Protective

Lio, as leader of the Mad Burnish and even the non-MB Burnish, is incredibly protective of his people—and “his people” is really just “anyone he thinks needs protecting who isn’t actively trying to kill him”. He’s always been one of the more powerful Burnish and he knows it, so it only made sense to him to be the one protecting people. He’ll take the punches, he’ll fight the battles, he’ll let himself get arrested to stage a jailbreak, he’ll do anything he can to keep his people safe no matter the personal cost. This does, however, cause a few problems.

Emotional

Lio only really loses his temper twice, but when he does snap he loses all sense of who he is and what he stands for. When faced with the Burnish being used as human fuel for the transport ship (and presumably spending a week frozen to the inside of a volcano, don’t ask how that works), Lio rampages through Promepolis inside a giant crying flame dragon with no care for who he hurts or what he destroys despite previously in the movie stating that Mad Burnish always left an escape route for the innocent. It takes Lio literally being dropped in a frozen lake to calm him down from this.

The second time he loses his temper is at Kray during the final battle, when he breaks out of the Lio de Galon mech. Though he’s overpowered before anything happens, the fact that the usually reasonable Lio doesn’t even think before attempting to go one-on-one with a man who is both unstable and extremely powerful says a lot about how much he does not care.

Kind

Lio is one of the kindest characters in the movie. He’s snarky, sure, but attacked first he never once actively tries to hurt anyone and encourages this mindset in the rest of Mad Burnish. It’s under Lio’s command that Mad Burnish will always leave an escape route in the buildings they burn; he remembers Galo’s name despite only fighting against him once, and although he is Promepolis’s most wanted it’s implied that he is the one who goes out to get food for the escaped Burnish as he’s the one with the grocery bags. Lio does not want to hurt people, nor can he stand to see innocent people hurt. All he wants is for the Burnish to go unmolested and be allowed to satisfy their desire to burn. He’s a “terrorist” not because he wants to destroy things but because he wants to help people.

Anarchist

For rather obvious reasons, Lio does not trust those in power or who have ever been in power. He will trust individuals (sometimes a bit blindly), but rarely will he trust an organization. If someone he distrusts is able to win him over, that’s one thing, but if you work for the government or a government organization you will have try very hard to get him to like you (or just co-pilot a mech, that works too). He trusts Galo; he has no reason to trust Burning Rescue. That being said, just because he doesn’t trust you doesn’t mean he’ll attack you on sight as that would go against his principle of never harming anyone who isn’t actively trying to hurt his people. He will totally sass you, however.

He also has a stated dislike for public officials in general aside from distrusting anyone connected to the government, finding them useless and prone to infighting.

Confident

Despite being young and fairly new to Mad Burnish when compared to his generals, it’s Lio who’s in charge and Lio who seems to be the one every Burnish idolizes. Lio knows who he is, what he needs to do, and he will not let anyone or anything stop him from reaching his goals. He’ll even convince other people to side with him, usually with nothing more than a simple conversation, such as when he speaks to Galo in the cave. That one conversation was enough for Galo, who at that point still idolized Kray, to go and question the governor's motives and actions. All because Lio said that Kray was responsible for the state of the Burnish refugees.

It also takes a certain level of confidence to listen to your co-pilot’s complaints about how boring your mech looks and turn it into the matoi-themed mech of his dreams without hesitation. Not to mention just trusting a literal ghost in the machine when he tells you only you and the firefighter with you can save the world.

Stubborn

On top of everything, though, Lio is pretty stubborn. His confidence in himself and his goals sometimes lead him to making mistakes, such as refusing to believe there could be a mole in the refugees or nearly dying at the hands of Freeze Force when they raided the Burnish camp. The idea that he could be wrong or have misplaced his trust in someone never crosses his mind.

Showy

This can be either good or bad, depending on what’s going on, but Lio is quite possibly the showiest man alive. In his first on-screen appearance he just manspreads on a throne of Burnish flames and watches his generals fight Galo before going down to do it himself. This needs to be mentioned, as if given half the chance Lio can and will be a show-off.

Abilities: Lio is a Burnish. This means that he is able to create neon-colored flames and manipulate these into various forms. We see him making a sword from the flames, a motorbike, a bow-and-arrow set, and a giant freaking dragon. He’s also able to transform a mech using just his flames.

Aside from his Burnish powers, he’s able to:
-Fight with a katana
-Use a bow and arrow
-Ride a motorcycle

How much of this is his own skills and how much of this is in part because he did all of those things on Burnish-creations is unclear.

Item Regains: Matoi Statue: Just a statue of a matoi. It’s not his, it’s Galo’s
